True, but why not mention the only investigation that accorded Admiral Kimmel the opportunity to defend himself, THE NAVAL COURT OF INQUIRY, which most definitely did not find fault with Admiral Kimmel? 

Tellingly, no investigation accorded General Short the opportunity to defend himself.
